The Panama City Beach Police Department says two 18-year-old Louisiana men have been arrested for a rape that happened outside a Panama City Beach gas station on Tuesday. Thaylon Simoneaux and Davon Winchester are accused of having had non-consensual sex with the female victim in a portable toilet outside a Circle K gas station. The victim told investigators that she had been drinking and was in and out of consciousness but remembered going into the toilet, where Winchester and a man she did not know entered and forced themselves on her. Both men were charged with sexual battery.
