Panama City Beach Police say the police chief of Level Plains, Alabama, was arrested for exposing himself in an elevator in the Aqua Condominium and while walking down the beach behind teenage girls. 44-year-old Billy Driggers, was arrested on warrants in Alabama and charged with four counts of disorderly conduct. Driggers was not a registered guest at the hotel and is being held in the Dale County Jail awaiting extradition to Bay County.
