A Fort Walton Beach man has been charged with child neglect after a 3-year-old girl was found trying to cross Eglin Parkway alone wearing only a tank top, diaper, and boots in The 44-degree weather. Okaloosa County Sheriff’s deputies responded around 11pm and were told by 25-year-old Kenneth Toledo, the child was asleep when he left to go pick up his wife from work. Toledo has been charged with child neglect.
