An Administrative Law Judge has recommended that a complaint against a Niceville midwife, filed in March following the death of a baby, be dismissed. Judge E. Gary Early’s ruling said he found no clear and convincing evidence to uphold any of three allegations lodged against Cynthia Denbow in a Department of Health Administrative complaint. The baby, whose birth Denbow was overseeing, breeched in the womb and died at Fort Walton Beach Medical Center after being delivered by an emergency cesarean section.
