Effects of the partial government shutdown continue to spread. Now it appears that income tax refunds could be delayed as the Internal Revenue Service has sent home 90 percent of its workforce since the shutdown began on December 22nd. The IRS said the average tax refund last year in the U.S. was just more than $3,000. The deadline to file income taxes is April 15th.
