The Okaloosa County Sheriff’s Office has identified the victim of an apparent drowning from June 14th in the Gulf. 36-year-old Carlos Rodriguez of Baton Rouge, Louisiana, was seen struggling offshore near Gulf Shore Drive in Destin around 2 p.m. Witnesses say he was already unconscious when he was pulled from the water.
