The former Community Services Director of the city of Lynn Haven has agreed to plead guilty to charges of defrauding the city, and FEMA, out of more than 5 million dollars. David Horton was indicted last November on 33 federal charges and was scheduled to go to trial on June 1st. Four others, including Lynn Haven City Manager Michael White, are all scheduled to be sentenced July 2nd. Payments were made to a private company for work not done and to employees who weren’t present. Horton was charged with conspiracy to defraud, conspiracy to commit wire fraud, insurance fraud and theft from the federal government by an agent of local government.
