A leaked internal planning document from the Democratic Socialists of America’s (DSA) New York City chapter lays out an extraordinary and deeply hostile anti-Israel agenda for Mayor-elect Zohran Mamdani, calling for the city to divest from, boycott, and seek the arrest of Israeli leaders.
The five-page document, first obtained and reported by Just the News, is titled “AWWG Palestine Policy Meeting Agenda & Notes.” Newsmax has independently obtained a copy of the document.
Newsmax has reached out for comment to the DSA-NYC, the Consulate General of Israel in New York, the Anti-Defamation League, and Mamdani’s campaign.
The document was prepared by the DSA’s Anti-War Working Group (AWWG) and outlines a set of hardline policy “demands” aimed at pushing Mamdani’s administration into full alignment with the DSA’s pro-Palestinian, anti-Israel platform.
Among the most explosive proposals reads: “Arrest Netanyahu and active IDF soldiers for war crimes.”
The list of demands continues in stark language. It orders the city to “Divest City pension funds from Israeli bonds and securities,” “Withdraw City funds from banks that lend money to Israel or do business in Israel,” and “End City contracts with companies that do business with Israel.”
Other mandates include: “Operate City-run grocery stores free from Israeli products,” “Investigate real estate agents hosting illegal sales of stolen lands in the West Bank,” and “Evict weapons manufacturers and transporters from the NYC Metro Area.”
The group also directs Mamdani’s administration to “Remove non-profit status from charities that raise funds for IDF,” “Divest CUNY endowment and reinstate wrongly fired professors,” and “Dismantle Eric Adams’ NYC-Israel economic council.”
On law enforcement, the AWWG insists New York must “End NYPD training with IOF” — using the derogatory term “Israeli Occupation Forces” — and “End repression of demonstrators and the SRG.”
Meeting notes accompanying the document outline the broader political strategy: “DSA’s stance on Palestine is not strong. This campaign could be a way to consolidate member support for Palestine.”
The AWWG directs members to coordinate messaging and leverage Mamdani’s own campaign network.
“Canvassers care about Palestine, many there because of Palestine,” one note says.
Another reads: “Plan and push forward through conflict with political priorities. Make it clear to electeds that if they want our support, our priorities matter. Make the terms clear going in, public statement on 1st day.”
An Oct. 2 entry in the same memo describes a “City divestment resolution” that would compel agencies to follow the global Boycott, Divestment, and Sanctions movement.
It explicitly states, “City run grocery store to follow BDS. City agencies also follow BDS, like dropping HP.”
The memo further advises that “Who he appoints to positions like NYPD commissioner will be key to implementing” the program and instructs DSA activists to “Pressure him to staff with people whose values are aligned.”
Mamdani won 50.4% of the vote, while independent and former New York Gov. Andrew Cuomo received 41.6%. Republican Curtis Sliwa finished third with 7.1%.
Mamdani, a self-described “democratic socialist” and longtime DSA member, has previously echoed anti-Israel talking points that align with the leaked document’s tone.
Speaking at the 2023 DSA National Convention, he declared, “When the boot of the NYPD is on your neck, it has been laced by the IDF.”
In a September 2025 interview, Mamdani reaffirmed his commitment to arrest Israeli Prime Minister Benjamin Netanyahu if he visits New York, saying, “This is something that I intend to fulfill.”
Mamdani has also defended the use of boycott and sanctions tactics against Israel, writing that such actions are meant to “put pressure on Israeli institutions to end the oppressive occupation and racist policies within both Israel and occupied Palestine.”
He has also refused to condemn the phrase “globalize the intifada,” a rallying cry interpreted by many as a call for global violence against Israel.
The AWWG document makes clear that its campaign is not just symbolic.
It lays out “strategy/goals/timelines,” instructing activists to “Track/stay active on appointments,” “Work with smaller elected officials as well,” and “Leverage Zohran campaign/canvassing infrastructure.”
The memo ends with a reminder to consolidate political control: “Make it easy for him. Mobilize to show and shift public support.”
The DSA’s 2025 national platform declares, “Palestinian liberation is the moral compass of the socialist movement.”
The document also advises that Mamdani’s team should issue “a public statement on [the] first day” signaling compliance with DSA expectations.
The strategy section goes further, recommending that the DSA monitor Mamdani’s appointments closely, particularly for commissioner positions like the NYPD, to ensure “people whose values are aligned” are placed in key roles.
The leaked AWWG memo suggests that the DSA intends to translate Mamdani’s ideology into tangible policy once he takes office in January. Its members view the mayor’s election as a vehicle to “make the terms clear going in” for all DSA-aligned officials, insisting that “if they want our support, our priorities matter.”
The document, which circulated among DSA members at a Nov. 2 meeting, includes extensive organizational notes and instructions to expand coordination with other DSA working groups, such as Immigration and Racial Justice.
It directs participants to invite allied committees to upcoming meetings and to copy “meeting notes, committee doc, [and] demands working doc” to the AWWG drive for further collaboration.
