The former director of the Panama City Visual Arts Center has been charged with fraud. After a three-year investigation, charges were filed Monday in federal court in Tallahassee against Vicki Dyer Middlemas. Federal authorities say Middlemas allegedly submitted fraudulent construction bills to the city, but wrote checks to herself and put personal expenses on Visual Arts Center debit cards. The total amount was about $9,000.
