ESCAMBIA COUNTY SHERIFF DAVID MORGAN SUED

A federal civil lawsuit has been brought against Sheriff David Morgan alleging he was involved in a sex ring and then took steps to stop an internal affairs investigation. Leah and Doug Manning were convicted in state court for sexual activities that included their own underage daughters and sentenced to prison. Escambia County deputy Walter Thomas was also sent to prison and another deputy was acquitted. Now of legal age, the twin daughters are suing Morgan. Leah Manning claimed she had sex with Morgan on five occasions, but Morgan said he has never had contact with the Mannings and did not supervise or influence the investigation.
