The Florida Department of Education says the teaching certificate for a former Escambia County elementary school teacher has been permanently revoked. Ann Belser was an “English as a Second Lnguage” teacher at Scenic Heights Elementary School. The Education Practices Commission permanently revoked her teaching certificate, because they said she had a history of being arrested for petty theft during the time she was employed as a teacher; that she was arrested for introducing contraband into detention facility and possession of a controlled substance; and was also charged with leaving the scene of a traffic crash.
