Santa Rosa County Sheriff’s deputies have arrested three adults on child neglect charges after a traffic stop at Forsyth Street and old Bagdad Highway in Milton. The driver – 31-year-old Brittni Phillips of Jay – was not wearing her seatbelt. The deputy observed burnt marijuana cigarettes and found 28 grams of spice, 1 gram of a white powdery substance, and a metal smoking device. Two other adults – 52-year-old Mary Watson, of Bay Minette, Alabama and 23-year-old Christopher Hamrick, of Milton and a child were also in the car. A child was said to be dirty, with no shoes and wearing clothing that was full of holes. All three adults were charged with felony child neglect. Watson was also facing narcotics charges.
